Small-scale projects in poorer, smaller countries are likely to yield large local and regional development benefits, but to have higher risks and transaction costs. In order to deliver carbon finance to small-scale projects, the Fund Management Unit will have to direct project development and capacity building resources to poorer, smaller countries and regions, work with local intermediaries to bundle projects, and find ways to streamline the carbon finance project cycle and business processes. The technical and financial assistance of several Implementation Partners will be sought to achieve these goals. Implementation Partners could include, e.g., multilateral and bilateral donors and foundations.
